I read an old thread about how the "snorkel police" will ticket you on Shaw's Cove or Diver's Cove or Emerald Bay in Laguna if you're diving without a buddy.

I was wondering if this also applies to swimming/snorkeling. I have a few days off this week and plan to go out early on Tues/Thurs/Fri early in the morning solely to swim in the water with a snorkel. I will be alone and have no scuba gear.

Will I get f'd with?

I think you should be fine... I've dove in those areas a few times and seem to recall seeing open water swimmers out there. Generally they're exempt from that rule. Our lifeguards will ticket here in SD as well and it definitely doesn't apply to all of the triathlon/other crazy swimmers that are out every day!
