Capt. Gene - thanks, I think you are correct. I tried a similar BCD at the store and a fit was much better. However, my budget just went into buying a new regulator, so I have to make do with an old BCD.
At this point I added a crotch strap (total cost - $6, of course it was called "luggage strap" at my local Walmart when I bought it). Tried it on one dive - so far so good, BCD stays put.
I'll keep a better fitted BCD on my shopping list next.
