Isn't it strange that a high current spot, so close to Ten Mile, should be so comparatively devoid of invertabrate life.
 
I find that this whole corner around Oak Bay, including the Discovery/Chatham island group is the same way. There's lots of current, but the marine life is mostly urchins (and kelp in summer). There are a few exceptions (Strongtide Island, 10-Mile and one corner of Discovery Island), but this might be because all these places are deeper than 60 feet. From what I've seen so far, all the colourful, current-type invertebrates refuse to live much shallower than that. Even the top 40 feet at Ten Mile is pretty much just kelp and some urchins.
