Yes. Otherwise you have to go to Manila
AFAIK there are (or were) only 7 chambers in the PI:
Five on Luzon in Batangas, Subic & Manila (Cavite, Quezon City & Makati)
One in Cebu, and one 'roving' chamber on a Coast Guard ship based in Cebu
If anyone has more up-to-date info I'd be happy to hear it
