Has anyone out there ever removed barnacles in water? If so, do you know how long it usually takes. I will be using hookah dive gear for this. Thanks.

I've removed them from the bottom of my boat. I used a plastic spatula and they pop right off.
Assuming you have good bottom paint in place.

Just don’t let them get inside your wetsuit as they’ll cut you to ribbons.
 
Being shy, I usually remove barnacles from my bottom by myself. Kidding aside, I have found that cleaning shafts in inboards can be done easily with an old bicycle chain with a "T" handle welded on each end.
 
I usually carried two putty knives--1" and 3"--and a plastic handled scrubbee. I would knock the barnacles off an area and then follow it with the scrubbee. If you have ablative bottom paint, be careful. You can "ablate" a bunch of it. A 34' powerboat takes about a half hour.
