Bali, a great place to hide from the rest of the world. i know how randy is and how the agency protect him for her value as a link to the Asian community ( market ) , 2 years ago he comments me about the invitation made by padi, her thinking divers site are full of info about him, Randy Tay is the ( utd,naui,padi ) instructor in Bal, just check her background in California and Nevada, will be in good hands.
 
*IF* I were till looking for an instructor or an Open Water course, I would definitely look at UTD (rather than -- or in addition to) PADI - because I think they have a stricter requirement to show skills before passing, and a better approach to what is considered good diving.

I have not used them though. We DID do GUE and found it VERY effective and useful.
