Actually manta point in Nusa Penida, Bali, is just as good. Saw 6 Oceanic Mantas there last month. At one time I had to duck down to avoid my head being slapped by the manta wing.

Actually, Weda resort does not offer dving in August.
Is Manta Alley as cold as Manta Point? With the same poor visibility?
Even Socorro was warmer in December.

Manta Point last month was quite warm (82F / 28C). Manta Alley was about 74-77F (23-25C) back in August 2014. That is not cold. I was wearing 3mm & feel comfortable.

Visibility-wise, I would say Manta Alley is better. In August 2014 it was about 60' (20m) visibility. Check out my dive buddies in the background of the manta, below. You can see them quite small with bubbles pluming straight out (i.e., light current). That picture was taken in Manta Alley then.

This year we will offer diving from June - October at our Magic Bay at Rao: www.magicbayrao.com near Morotai, North Moluccas. Sorry, this websites still needs much improvement. Please mail me for any information you need.
