Attach a bolt snap to the end. Clip it to your shoulder D ring. Put a piece of inner tube on the shoulder strap and tuck the bulb end into it so the light isn't hanging loose from the bolt snap.

I put a D ring on my lower tank band and clip things like lights to it. It's out of the way, easy access but does not dangle.
 
Instead of inner tube, maybe try the thicker hair bands used for pony tails. I found they last longer and are really easy to get about anywhere if you need them. Everywhere has a grocery or drug store that sells hair stuff. Other than that, I use the snap idea also.
 
I use those all the time. Get there are several thicknesses, get the thicker ones and do not get any with a metal joint...they will rust very quickly.
