First stop all discretionary spending on road constructon, waterworks etc while priority 1 maintenance efforts are retained to maintain minimal infrastructure.
Then Randomly pick a number between 0 and 9.
ANYBODY who recieves a state check, either as employee or entitlement who's SSN ends with that number no longer gets a check, forever.
If the first round doesn't balance the budget, do it again.
Between the layoffs and exodus of the indigent the budet should get in line right smartly.
Of course the other alternative is to elect representatives to the State Legislature who live in the real world. That takes longer.
