Are reef hooks allowed in Cozumel?

As with any animal, there is a balance between population, Predators and food supply. Rays food supply (Conch) has also been substantially diminished by Predators (humans).
So if the food supply is in abundance, I suspect the rays would be there also.
On dives I see dozens of conch shells with holes in them from pochers in the park on almost every second dive (shallower dives).

There has been a large decline in many species of animals in the area.
