They are both balanced diaphragm regs with 4 LP ports and 2 HP ports. They are different designs and constructed differentlyits a bit of a legend 
that they are similar or identical. Apparently the Legend performed better on a breathing simulator test conducted by ScubaLab (Rodales Scuba Diving magazine, October 2002), but what this means in the real world, I have no idea.
