Anyone know what these rings are for?

Interesting! I think what I have is different though. It's about 1/2" tubing and 7 or 8 inches across.
 
Um, ok. Couldn't tell the size in the pic.
I doubt its from a capillary gage then, unless he had vision issues and diy'ed one 8-0
 
I use a ring like the clear tube to roll over the neck seal on my drysuit between dives to hold it open. After a dive I put the ring on my neck then roll the neck seal over it, strictly a comfort issue when I'm not in the water and don't want to get out of my drysuit.

but... it could be anything

Sure looks like a capillary tube from to me. Submerge it and see if water enters it. That black piece is the orifice.
