There are a few students at the LDS I frequent who are still students, because they have not shown proficiency in some of the basic skills in the OW course. I wouldn't say they have failed, they just haven't passed yet.
 
Fail the OW ? Where id he try it ? I suggest he tries it in say Guam - thay cater to a lot of Japanese and it seems anybody can pass (No bad mouthing intended) I have heard that due to America's excessive penchant for "Suing", everthing there, including a swing in the park is overly regulated. Bugger That for a place to live !

One of the girls I work with took an OW class a couple of yeas ago. Did great in the classroom and in the pool, but they went to Vortex Springs for their OW cert. dives. After the first dive (which she did well), she refused to get back in the "cold" water and she left. I've talked to her about it a couple of times. Even tried to get her to get a referral and do her dives in the Keys or the Carib. She won't even consider it. I know scuba isn't for everyone, but I think something happened besides cold water.
 
I took my certification class with a group of friends for the single purpose of being able to go diving on a vacation we were planning to take together. I had never even thought about scuba diving prior to that time but I didn't want to get stuck in the hotel while they were diving so I joined in. One member of our group never completed the certification because she was unable to equalize and later learned that she had chronic ear problems that had never been diagnosed before. The rest of us did go diving on that vacation. The funny part is that I don't think any of them have been diving since. I wasn't the one who wanted to get certified and I'm still diving on a regular basis more than 5 years later.
Just goes to show - you never know where life is going to leaad you:D
