The usual advice is to make plans separately from the cruise excursions. There are a few occasions when it does make sense to go with the ships excursion.
1. you have to tender ashore and you are in port for a short time.
2. you are in port too late to make any of the morning dive times.
All the cruise lines contract out their dive excursions, so you will be diving with a local dive op in any case.
