Any info on OMS LP 98's ?

I have an offer from another diver in the area to buy his (2) OMS LP 98's.
They were made in 2000, and have 30 dives on each. They look clean on the outside, and currently are clean and filled with nitrox.
They come with yoke valves and I will need to get a vis and hydro on them since he has not dove them in the past 4 years.
He is asking me for $125.00 ea.
What do you think ?
My concerns are rust inside the tank, and the hydro test.
I will check out the inside before I purchase, pull the burst disc to see if its been extruded due to over filling, but what about the hydro ?
Can I still get a + rating on a new hydro if the last hydro was 7 years ago ?

A little more on point...

The + rating can be applied at the next (this) hydro, if requested at the time the tanks are dropped off for testing.

If it fails hydro, it's scrap metal at that point, and not worth the $125 +hydro costs. You may want to have an assurance clause in the purchase about what happens if it fails hydro or VIP.

Assuming it passes both those tests, the $125 is a good price. Personally, I wouldn't worry about pulling the burst disc. Either it passes hydro, or it doesn't. An extruded burst disc won't make any difference. I would have it replaced as part of the vip/fill.
 
Ditto ... if after a little peak inside reveals nothing to you get assuraces that they will pass hydro and a viz.
