I have been staying at Casa Mexicana the last few years but I am headed down this week and considering an AI resort. Do any of them have shore diving that is decent?
 
Scuba Club Cozumel is AI and has pretty good shore diving.
It's mostly old pier debris from a hurricane years ago.
Plenty of juvenile marine life.

IMHO - While the shore diving is the same, Scuba Club is a far superior experience to Hotel Cozumel. SCC is on the water and the rooms all have views and are nice. Hotel Cozumel could be in Fresno and the rooms are very Motel 6’ish. Hotel Cozumel does have a large pool with a large non-diver component. My photo is me in one of the hammocks at SCC after diving.

Blue Angel is not AI but has a servicable restaurant on site.
Would have breakfast there and usually go off site for either lunch or dinner - depending on the napping schedule.

the op asked for an AI with shore diving. hotel coz is an AI with shore diving. it is just a suggestion.
we have only stayed there once. it was a great value for what we ended up paying. the AI option was only about $20 a day each extra through expedia. so we could easily afford some dinners in town. pool was awesome. food had enough variety that you always found something you liked. plenty of drink options. staff was excellent. dive paradise is on site. we did not use them however. shallow shore diving but the night dives were fantastic. free lockers by the water. rinse tanks. plenty of room to hang gear to dry. $6/tank. got to use the bikes to ride into town. rooms were basic but clean.
have never stayed at SCC. rooms look to have more of a "mexican flavor". some have nice balconies. many are right at the water with ocean views so that would be a plus. no tv or telephones in the rooms however. for us, we just thought hotel coz was a better option all things considered.
i have also stayed at the park royal AI. beautiful place. rooms were really nice. food was amazing. a bunch of restaurant choices. great drinks. a nice beach and pool area. a few different dive shops right across the street with decent shore dives. but i found it to be a drag being south of town. that is why we tried hotel coz. we wanted to be closer.
hey lets face it. staying anywhere on coz is better than being at home right ?? :)
