Advice needed: Caribbean/CA Winter trip with non-diver

I'm trying to plan a trip with my wife for the week between Christmas and New Years. She doesn't dive, but doesn't mind snorkeling. When I'm on trips with her I am allowed only to do a limited amount of diving.
There are so many destinations to choose from in the Caribbean I can't figure out the best place to go.
Here are my priorities
Luxury resort - The real key for my wife is clean, insect free rooms.

Shore dives from resort - I don't know how well this will work. Since I'll be a buddyless diver, I'll want to team up with others. This is easy to do with organized boat dives, but I fear I will have trouble finding someone to dive with. But I like the idea of easy access shore dives, because they take much less time than a two tank boat trip and would allow me to spend more time with my wife.

Walking distance to smallish town with numerous restraunt/bar/shop options

Romantic - We don't need a secluded over water bungalow, but I'd like someplace small enough that you can feel you have some privacy.

Other activities we would enjoy
kayaking, hiking, jeep/sightseeing tours, shopping

From the above do any island/country, or better yet, specific resort ideas come to mind? If so, please let me know your thoughts.
