The greatest change in buoyancy comes in the upper 15' of water. Pressure changes are at there most significant and residual gas in your BCD may fluctuate drastically in the shallows. What was fine for a 20' safety stop may not be suitable for puttering around in the shallows at the end of the dive (I am big on puttering around the shallows on shore dives). On a shallow dive add a couple of pounds so you can enjoy the dregs of what is left in your tank. This is what I use the trim pockets on my BCD for.... that bit of extra lead that makes life nice until I stand up on the boat ramp.

The larger the tank the greater the weight shift as you breath it down. So what is best at the end will make you a little heavier at the start.
