When they die, they float to the surface.
It's an MQM-107 Aerial Target. The F-15s from Eglin and Tyndal Air Force Bases shoot at 'em. This one got away and the current took it south.
Maybe I should have posted this on the "Startled" thread and told the story of how it sunk the dive boat and stranded us 50 miles out in the Gulf.

It's not the color of the target, it's the target's Radar Cross Section that matters.
