I've been looking for a set for over a year. Could never find a deal worth it. Couple sets showed up, near end of hydro, not local (shipping charges). Finally just bought a new set.
At first I thought this was a post about selling a set, which would have made sense since I just bought a pair.
Hopefully you have better luck than I had in the past year.

Why HP instead of LP tanks?

They are more or less the same tanks. HP23s underfilled are the same capacity as LP19s at rated capacity. They are the same dimensions except the HP tanks are actually rated to hold a higher capacity than people just overfilling the crap out of their LP tanks. LP19s are extremely hard to come by these days...
