2nd stage 'isolation' valves, do they reduce gas flow rate/performance ?

Hello,

...among my regs, I've outfitted several with Apex Egress octos, good performance, pnematically balanced, low profile, but they're non-adjustable, and have been known to freeflow after a giant stride off a boat......so I wear them bungied under my chin, and use my right hand to hold it mouthpiece-down so the water impact won't initiate a freeflow...however, I'd rather not have to worry about that and am considering the Oxycheq anti-free-flow device......however, my question is : does such a device reduce the flow rate of the second stage at all if the device is in a 'full-open' mode ?
