The issue to get to 70% is that the first dose must occur by June 9, and the second dose by June 30.
Those are the expiration dats for the vaccines they have.
No further receipt of vaccine are scheduled.
Therefore, the big push they are making, prize drawings and all.
Reading between the lines of the comments lately, it seems that there is a push to use all of the available doses of vaccine before they expire, which would be the second dose by end of June. There is also talk of adding the 12-15 age group in that time period.

The process is the same as it was in November of 2020, only our quarantine will be reduced to ten days for fully vaccinated.

At 44% vaccinated currently, that would mean, based upon recent vaccination rates, the goal would be hit in May.
