Koh Tao is (unfortunately) also a very busy and "touristy" island. If you are looking for a quiet, laid back, "off the beaten track" beach / island you're probably better off going to Trang, Satun or Trat Province.
Most of the local noodle shops / stalls / carts in Phuket (where we regularly eat from) do have chopsticks on the tables in the long stainless steel boxes. But as you said, the majority of Southern Thai people tend to prefer the use of spoon and fork.

Anyway; Chiang Mai is definitely the "hot-spot" (or should i say "wet spot") to celebrate Songkran.

April 13th, called "Wan Sungkarnlong" it, is the day that the people clean up their houses.April 14th...
