    I've read enough of the applicable DOT CFR subsections to be dangerous. Your interpretation may be a valid one. I don't know, and I don't really care. I doubt my local dive shop would risk their DOT cert and possible stiff fines over it. What I do know is that if PSI-PCI hadn't distributed...

    My local dive shop said the opposite and kept filling my PST tanks the last time. They are a DOT approved hydro testing facility, so they definitely know the regs.
