One of my local LDS offers free air fills for 1 year when you buy a tank through them (that tank only).. so unless it's a really good deal on a used tank, it'll be new tanks for me from them if they are going to get filled often.

We've been using PADI mostly because that's what we were certified with and that's what's common around here - but if the instructor is good then it doesn't matter to me.
Didn't choose it for wreck specifically, but figured it'd be a good place to learn wreck diving. There's not much budget to go to a place with more/better wrecks, plus the wife likes fishes and coral much more then even the idea of wrecks.
