If you can swing it, diving dry may be the appropriate choice here over a 7mm wetsuit. Your point that in heavy seas, his 27 lb wing may not be sufficient is well taken though.
A wing needs to do 2 things. It needs to float your rig at the surface without you in it and it needs to be able to hold you and the rig off the bottom at the first of the dive when your tank is full.

The 12 sided base of the elbow (Plain Elbow Kit) has to align and seat into the part that fits in the wing. This is what all of my Oxycheq elbows look like but yours seems to be different. If I were you, I would take it in and have them look it over.
