Puerto Galera will be the best option, good variety of dive sites all very close and Verde Island is fantastic. Some decent shops to get great training as well.

Update from Puerto Galera on the 16th Jan. Everything is fine here and diving has continued as normal. Boats are running from Batangas and Manila airport is operational.
