Best I have seen is Palau, but best is subjective and our opinions are a limited by our experience. There are a lot of great reef dives all over the world.

I remember many years ago seeing a film, maybe on PBS, with a younger teenager learning about diving and learning to dive. The was a part with a hyperbaric chamber where they did an experiment making a barometer inside, and I think the diving was mostly done from a sailboat.
