Could a tank that is drained right before a fill also cause an issue? In theory the air inside should be dry so draining shouldn't cause condensation.

I think you just need to be upfront with the tester. Hey do you have experience in scuba tanks? Do you have experience in galvanized tanks? Do you know they have a special test? By the end of this conversation you will know if the person is up to the task.
I assume the tank has a hydro from the factory? Assuming it does I would compare yours to other tanks in the dive shop . I'm not saying this dude is full of **** but a hydro stamp is good for 5 years as you know.
