Water temps drop into the low 60's off shore in the winter. Most divers move to inshore diving during the winter where the springs are a constant 72 or head to the keys for some wreck diving.
The wind pattern change makes off shore diving during the winter not much fun.

Not sure how far in NGA you are but you might want to give Jocassee Dive shop a call. The owner is a tech deep diver and could possibly help you out. I just had my stage bottles Hydro/VIP/O2 cleaned and i think it was like $70 something each.

Sharks are more afraid of you than you are of them, just make sure no one is actually feeding them when your in the water near you.
Also since you are in florida you can always choose to dive in the springs. Crystal clear water, no sharks and no bacteria issues since most springs are about 72...

Check out Duck Key. I toke the family there a couple years back. Its located between Key Largo and Islamorada. They also have a dive charter on site called dive duck key. They do mostly shallow reefs, but you can find an outfit in Islamorada or key largo to do some wrecks.

If you cant find someone to dive with stop by EZ Scuba on west Hillsborough and see if you can do a tag along during a class or a discover local diving and have one of the shop employees show you the local dive sites as a dive buddy.
We do it all the time for out of town divers...

With a backplate and wing if you find yourself falling forward at the surface you need to get your tank lower. Also make sure your crotch strap is tight and is pulling your waist strap down. This will also help stop you from going forward on the surface.

You dont state wether your diving AL or Steel. Steel tanks will immediately take weight off your hips while giving you more gas to work with. This one step can shift 5lb to 10lbs to the tank.
Second as said a steel backplate can add another 3lbs compare to AL.
A v-weight can put another...
Loose the purge valve mask and get yourself a low volume technical mask. You should be able to clear your mask with less than a full breath of air.

Thing to keep in mind, if he is going on to Dive master. Dive shops want their instructional staff diving what they sell. so if the plan is to Divemaster for the shop which you are currently using the idea would be to outfit with their equipment and avoid having to change later.

I would be more concerned about doing cave dives in Mexico, without any cave training. Than the water.
Even so 91% isopropyl alcohol in each ear will kill anything that might be left in there. I use it after each dive. Keep a bottle in my car.

I use vitality medical for my catheter supplies. Its a little less than $2 a catheter, but i can get my order in less than 2 days.
Dont know about the unbalanced but i dive my balanced catheter open so as not to have to deal with the screw during the dive.
As for cleaning, don't use rubbing...
If you are still blocked i would suggest you seek medical attention and not dive until your good to go.
Beyond that while assisting classes i find that if I'm congested i can take Claritin D 8hr to reduce the swelling of my sinuses and wear a hood to keep my head warm and maintain proper blood...
