I have only used cuff dumps myself but my buddy has recently had an additional cuff dump fitted so that he does not have to rely on the auto dump because of several problems which he had in not being able to get the air out and therefore racing to the surface in an uncntrolled ascent.

Go with Apeks for regulators. A popular set up with me and the people who I dive with is the TX50 as a primary second stage and the TX40 as the octopuss reg. As for BCs, I have just bought a Apeks SB2000 and think that it is brilliant. It is very comfortable to wear and has integrated weights.
