Update on my response.. the ring systems were not installed on the suit as this was originally how the customer ordered it. The suit was manufactured in canada.

No it did not come with the cuff or ring systems. These are standard seals. Sorry I'm unsure which country it was manufactured in. It was purchased in the United States from our local dog shop.

That was for the "Over Pressure Valve (OPV). It has been plugged. Some of the later models didn't include one.
