Hands down, NAD Lembeh would be my vote. Spent 3 weeks there.

Water temperature in Lembeh Strait varies by only a few degrees throughout the year. From October to March it lingers around 28-29 degrees Celsius (82-84 F). Then in April, May...
Any update on how the dive ops and the locals are doing? I suspect that most resorts are operating in a limited capacity or shut down entirely at this point.
Kudos to the NAD Lembeh owners to allow for the credit. I have been checking on the family of one of the dive guides through text messages since this started. My understanding is that owners of NAD have continued to pay the staff (even if it's reduced) during all of this. I think this speaks...
I agree with Laurie S. about the food. There were several guests that asked for special meals or vegetarian options and the staff always made what they wanted. If you let the manager Bella know (when booking) what type of food you like, it will allow the staff to accommodate easier.
+1 for the NAD resort. I just got back from a 3-week trip. I agree with matts1w that the AC works great (fully adjustable) and they only had to change over to generator power a few times in 21 days. But, you would never notice that they were running on a generator unless you saw the lights go...
I just got back from Lembeh and I took a light pullover. I only used it a few times over a 3 week period. The boat crew at NAD would close the front walkthrough if the wind or rain started.

1. Awesome house reef (unlimited dives) and easy snorkeling from your cottage
2. We asked that all dives were no current for macro photography (most of the dives were just the 2 of us with our dive guide)
