The club and dive operator can be checked by police, they follows the law (in Brittany the dive operator are very strict).
But the law apply only on club and dive operator, an individual is "outlaw" ie the law don't apply to him.

in France diving (in structure or club) is very regulated, the 60m limit is for air (it's stated by the law) if you want to diver below who must use other gas.
In France there is no written frontier between rec and tech (i think tech is a word instructor use when they don't know a subject ^^)...
my statement was from memory, I just checked the "code du sport" the Law state that the PpO2 must be between 0,16 bar and 1,6 bar.
Now some school can use 0.18 as a safety
it's what I do.
Before the dive I ask the boat captain for a good anchorage point. I have a rope with carabiner on both end. I clip a bottle to each end.
I enter and exit the water without my bottle (on hard boat or inflatable one).
it happened only once to me (on about 150 dives), it was a shallow dive (15 meters). Luckily i was on sidemount so I closed the faulty regulator and used the second one for ascending.
