    A Lab test result will give you a level of accuracy as good as the certified instruments they use, which should be more than enough for the purpose of testing the gas content of a SCUBA tank.

    The only plausible scenario is that Carlos died because he was breathing O2 from an O2 marked bottle too deep (except that we cannot be entirely certain because the bottle was not seized by the Police and tested by a Lab).

    Still that (if true) does not excuse the tank contents not having been properly examined by a forensic lab. A forensic lab report is the only way to be sure of the tank content.

    It could have been 98% Air and 2% CO for all we know. Evidence at the scene should have been secured, witness statements taken, and a certified Lab run the gas analysis with proper equipment and personnel. BUT I suspect you will not agree... this being an internet forum.
