I can't help with the sizing, but I have a pair of OMS Slipstreams. From what I can tell they are very, very similar to jet fins, however they are much lighter. I'd say they are about neutral in the water.

Just a thought but if you were in front of/below the other diver perhaps it was his ears. If he was unwilling to abandon you he may have pushed himself deeper, without being able to clear his ears, to gain your attention before aborting the dive. I'm not sure if it would explain the panic but...
