Cozumel is a great place for new divers. I took my daughter there a couple of years ago for her first dives after getting certified. My wife did her open water checkout dives there last year.

I have snorkeled off of the beach area at Del Mar Aquatics. The snorkel boats and the glass bottom boats come in close to the pier and feed the fish for their customers.
