In Canada, if you test a tank to it's plus rating and the tank fails; it counts as a failed (ie. condemed) tank. No retest to the lower pressure. No subsequent retest to plus pressure.

No. First of all, a hydro AND a good visual/eddy current is required to check to see if the tank is safe AND the tank has to have been handled safely and correctly since the tests. Now remember that the test can only tell you if a tank is unsafe.... It cannot tell you that the tank is safe...
