I stayed at the Ocotal resort on the Pacific Coast of Costa Rica. From there they have trips to Catalina Island where you can see sharks and Bat Island which you may get to see hundreds of manta rays. The resort had free internet in the lobby.

I'm going to be in the VA beach area for about 10 days and I was wondering how are the conditions in mid to late January. From what I'm reading it sounds like I need to dive with a dry suit. I've never done that so I guess I should take a course in dry suit diving.

I was certified by GTDS. GTDS and I think other dive shops provide a "free" beach dive. You show up at a predetermined location with your gear and the dive master guides you. I believe you mostly have locals(including locally stationed military) as opposed to tourists on these dives.
The colder it is in Florida more likely to encounter manatees in the Crystal River. The manatees migrate to the Crystal River, especially next to the power plants(or was it a nuclear reactor? As for touching manatees I think the rule usually is let the manatees make the first move.
