for accomodations, I would recommend "wild orchid" as I find it reasonably priced and nice accomodation. I cannot comment though on Johans or other dive operations near that resort as I'd usually go with "boardwalk" and "dante" one of its resident DMs for my diving requirements.

incidentally, from Manila international airport, there is a 2 1/2 road trip to Batangas Pier where you then take a ferry ride to Puerto Galera, so make sure that you've made the necessary arrangements with your resort regarding the matter.

I use an additional tank band with which to attach the additional lead weights needed. I positioned them at the lower end of the tank so as to compensate for the weight of the first stage regulator and at the same time, i could still ditch them in case of an emergency. I use a BP/W by the way.
