Thank you for this great analysis, that explains the issues we had all these years! Actually I've added the "Unpair and re-pair" option for Shearwaters in the end in my software and this finally fixed the problem on Windows.
If you're a Windows user, you can try my software Diving Log. It syncs with several online logbooks, so you have your dives online, but also keep them offline on your own hardware. Exports in other formats are also available.

I would recommend you just try it out (for free). That's what I wish everyone would do instead of always recommending Subsurface, just because it's free. Free is not always better. Many users are still buying MS Office instead of using Libre Office. And 39 € is probably one of the cheapest...

Sometimes Windows detects and installs the driver automatically. Check Windows device manager to see if the interface COM port was installed correctly or not. If it wasn't, you can download older Suunto DM versions from here:

If you want to use Diving Log 6.0, you can use the "Oceanlog" import function to directly import the .dlg file, without the need to bulk export. It will also convert the profile data, which will be difficult if you try to do it manually using Access:
