Here in the UK, if your teaching commercially, i.e. PADI GUE etc and there is an incident. The first thing the HSE will ask for is the written risk assessment (RA), which should cover all equipment and skills.
Do a RA for a few lessons and you'll soon see what you need.
It's clear from the extract:
"... all citizens or residents ..." Meaning those living inside the DAN Europe Foundation countries can take out insurance.
"... a citizen of or resident ..." Meaning those living outside the DAN Europe Foundation countries, even if an EU citizen, are not insured...
For DAN Europe, you have to be ‘domicile’ in Europe. But they will take your money as they’re not registered with any financial regulator, that’s why there based in Malta.
Mine cost £9.36 per fill last year. Slightly more than the nearest fill station, but I didn't have the 50 mile round trip to make. The total cost per dive was arount £30 including depreciation; it would have been lower, but I opted to do one dive on many occations rather than 2.
I had a club meber who was refused the dive because he didn't have a drysuit certification. I send them evidence of the 20 drysuit courses he had run - allowed to dive, but wouldn't bother again, too much hype over the dive.
If you plan working at a dive centre, remember you’ll need work permits on entry to most countries. For Thailand, I think it’s 3 month then you have to leave the country to renew.
On a recent 36m dive my computer twice indicated a 4 min mandatory stop. Once at 22m which cleared by the time we got up to 15m, then again at 12m but cleared before we got to 9m - then a normal 3 min safety at 6m, total dive time 70 min.
The important aspect is calculating the gas requirement...
I’ve got an old AP Valves jacket (considered indestructible) which I haven’t used in 15 years. If I wanted to bring it back into service I would send it to AP to get the inner bag, hoses and O-rings charged. The chances they’re all brittle now and will crack when used.
