North bali would fit the bill - good shore dives (nice macro) and excellent culture to explore top side. Cheap as well. Seraya is a great place to stay. THe old Sipdan would of been perfect, but its a 20 minute boat ride nowadays from Mabul. Mabul has nice diving but not much to do top side...

Who is the main cert agency in France? Is it Padi or some local organisation?

My understanding is that you need a permit from the Irish government to dive it. They don't give out permits to anyone – you need a good reason. Even if you have a permit you may expect a monitor around. Souvenir-hunting wreak divers don't seem to be welcome..
