I would think not. Certainly something which might be difficult for another diver to use would be not-DIR. Plus this thing seems to be a two-part construction leading to yet another unneccessary failure point (indeed the manufacturer warns of the possiblilty of separation).

Good advice. When I'm diving with my DIR buddies we often do multiple unannounced OOG simulations in every dive (sometimes to the point of irritation ;) ). The point is, any of these drills could be a real incident and we probably wouldn't even notice, the procedure is so well rehearsed and smooth.

What nonsense - I suggest you get over to the DAN website and read some proper science on this issue. If it was remotely the problem you seem to think then why aren't 25% of divers regularly getting undeserved DCS hits?
