Based on one trip to Koh Samui, the dive ops on Koh Samui put you in a boat and go to Koh Tao. The diving at Koh Tao was OK, but there were a huge number of people in the water., it was like peak hour traffic.

Not trying to start a fight, I am just being overly pedantic, but I can think of at least another two countries where burst discs are mandatory. Australia and New Zealand. You can buy valves with burst discs in Singapore,so I am guessing they are not prohibited there.
