I have both an OC1 and the Shearwater. They're in totally different leagues!
BUT, the OC1 form factor and wireless integration is what sealed the deal for me (for recreational diving)
for me it was definitely a warm water vs cold water thing.
After diving in 25C water I did very little diving back home (20C). Now that I have bought a CCR, I'm almost forced to pullout the dry suit and do some dives :)
i use a Zeagle bp/w. They have weight pockets that slide onto the belt, but are actually 'bolted' to the plate. As such they do not flop around or get in your way.

FWIW, i dive an alloy backplate and horseshoe wing. I put pockets at the top of the plate and fill them with 3lb soft weights (I only have 4lb left on my belt now). This solved my heavy feet issues.
in AU it's usually either 232bar Faber steel or Catalina/Luxfer alloy tanks (not sure of pressure ratings).
I would go with double Faber 12's from here or here. Both about $400 each

personally, I'd say you need at least a 30lb wing
when using a drysuit (w/ 20lb's lead), then I find my 35lb wing is only just big enough to keep me on the surface (w/ steel 12L tank). That's with no air in my suit; once I add air to the suit then I'm Mr Cork.
I'm gonna vote against a class. I didn't take one. It took me about 10 dives to get the hang of it and after 20 dives my buoyancy control was pretty good.
I say get in the water (shallow) and experiment!
ps. do not do a 20m dive the first time you wear the suit!!
