I agree the lack of a + is odd. I would like to see the bottom and the height and width. Personally I am only familiar with Scott SCBA's from the sixties, I can't recall if they had pluses. They had round hemispherical bottoms, not like the bottom on 72's
At one time Scott Aviation made diving equipment and fire fighter SCBA's. They made a single hose full face mask SCUBA in the 50's the Scott Hydro Pack. These are probably Scott SCBA tanks repurposed for SCUBA.
3M now owns Scott.

If I remember correctly Nemrod sold bump bottom tanks. Do not know anything about the valves on them. Are there any stamping on the tank that might indicate what brand it was sold under.

Why disable it, just don't use it. When the lever is in the down position it is no different than a K valve. That's what I do, all except one of my tanks have J valves.
J valves make good carry handles, no need to replace them.
Gavilite is absolutely the best. Do not use the spray can buy a quart can and apply it with a foam roller, 3 coats. Let it cure 2 weeks before putting it in service.
