    Welcome Bea, where in the PI are you located? Around Manila, most no frills courses will be around 12K. A decent course will be around 15K. Then ~4K for the checkout weekend. A good budget would be 20K all in. If you're organizing it, you could get a group discount.

    Ultra just off Shaw and the Marikina sports complex both allow fins as I used to train in both places. Unless they changes the rules in the last 4 years.

    The walk will be about 15-20 mins. You can leave your gear at AquaV. I'd still go with Eagle Point Resort for non-divers. Their newly built section looks awesome from the coast. Keep in mind though that you will be charge resort fees for AquaV (consumable) on top of the diving.
