You can't do both? :) For Antique, BabyD operates with phaidon resort: Phaidon Beach Resort For Anilao, Eagle Point Resort is a family oriented resort...there was a thread a couple years back enumerating the family friendly resorts.

viz is pretty much the same (great) in both PG and Anilao. I've dived Anilao more than PG, but in PG I can only think of one time I wasn't happy with the viz. In Anilao, the viz is beautiful in the morning but can drop by the afternoon. With your proximity, you should try make it over there.

I only know of octopus divers. I did an intro dive with them before I got certified. Nice people, very laidback.
