When I stayed there at the end of January/early February, we had to pay for bottled water at FA. We were not on the all-inclusive plan. I think that for people on the all-inclusive plan, they could "stock-up" on the bottled water at their meals....

Rick, I'm not giving you legal advice, but I agree with Andy's thoughts. My thoughts are that yes, you can be sued for what you are doing. Assets that you possess and insurance coverage both come into play and affect whether a lawyer might bring a claim against you. Waivers might help...
